Fogging vs Misting vs Fumigation

Three methods, three completely different jobs. Fog and mist are liquid droplets that hit exposed pests and coat surfaces. Fumigation is a gas that fills a sealed space and reaches what droplets never can. Pick the wrong one and you pay for a treatment that cannot solve your problem. Here is how to match the method to the pest, what each costs in Dubai, and the licensing rules you need to know before you book.

The one difference that matters

Almost every wrong booking comes from missing a single distinction. Fog and mist are suspended liquid droplets. They drift through the air, contact exposed insects, and settle onto surfaces. They only treat what they can physically reach.

Fumigation is a true gas. Released into a sealed, airtight enclosure, it fills every void and penetrates cracks, timber, and the inside of packaged products. Gas is molecule size, fog is micron size, and that gap in scale is the whole story. A droplet cannot squeeze into the pores of a wooden beam or the middle of a sealed grain sack. A gas molecule can.

If the pest is out in the open, a liquid droplet can reach it. If the pest is hidden deep inside a structure or a product, you need a gas in a sealed space. That single test decides most jobs.

Fogging, misting, and fumigation defined

Thermal fogging. An insecticide, usually oil-based, is heated into a dense, visible white fog of very fine particles (approximately 0.5 to 10 microns; sources vary). It is built for large open outdoor areas where you want fast, wide coverage of adult mosquitoes and flying insects. The thick cloud drifts across gardens, grounds, and community spaces. It is not for enclosed indoor use.

Cold or ULV fogging. Air pressure atomises a solution, usually water-based, with no heat, producing a near-invisible fine mist (approximately 5 to 30 microns; sources vary). Because there is no heat and the carrier is water-based, it is safer for indoor and enclosed spaces such as warehouses and offices, and it doubles as a disinfection method. It targets flying insects and some exposed crawling insects.

Misting. Misting uses larger droplets (approximately 50 to 100 microns) that settle to leave a residual surface barrier, often delivered through fixed or automatic nozzle systems around villas and outdoor seating. It suits residual control of crawling pests and ongoing outdoor mosquito suppression. For the full breakdown of how ULV misting works, the active ingredients, and villa scheduling, see our misting and ULV fogging guide.

Fumigation. A penetrating gas is released into a sealed, airtight enclosure. It is the answer for whole-structure or whole-commodity problems: stored-product pests in warehouses and containers, grain, wood-boring insects and drywood termites inside timber, severe hidden infestations, and export or quarantine treatment. The modern standard fumigant is sulphuryl fluoride (SO2F2). Methyl bromide is being phased out globally under the Montreal Protocol because it depletes the ozone layer, so it is now restricted and not routinely used.

Quick decision table

Method What it is Best for Reaches eggs? Occupied during treatment?
Thermal fogging Heated oil-based insecticide as a dense visible fog Large open outdoor areas, adult mosquitoes and flying insects No, adult knockdown only Cleared briefly, short ventilation time
Cold / ULV fogging Cold-atomised water-based mist, near-invisible Indoor and enclosed spaces, flying insects, disinfection No, adult knockdown only Cleared briefly, short dry and ventilation time
Misting (residual) Larger droplets settling to a residual surface barrier Residual crawling-pest control, ongoing outdoor mosquito suppression No, does not reliably reach harbourage or eggs Cleared briefly, short settling time
Fumigation Penetrating gas in a sealed, airtight space Warehouses, containers, timber, whole-structure hidden infestations Penetrates deep, but weaker on eggs at standard doses No, space must be fully vacated and sealed

Which method for which pest

  • Outdoor garden mosquitoes and flying insects: thermal fogging for fast wide coverage of an open area, or a fixed misting system for ongoing control.
  • Indoor flying insects, occupied spaces, or disinfection: cold / ULV fogging, which is water-based and safer indoors.
  • Cockroaches and ants: residual misting or gel and spray treatments, not fogging alone. Fogging is knockdown only and does not reach the harbourage or eggs where these crawling pests breed.
  • Warehouse and stored-product pests, grain, and export containers: fumigation, because the pests live inside sealed commodities that only a gas can penetrate.
  • Drywood termites and wood borers in timber: fumigation with sulphuryl fluoride for whole-structure treatment. Note that subterranean termites are usually treated with soil and barrier chemicals rather than fumigation, so do not confuse the two problems.
  • Bed bugs: fogging does not reliably work because it misses eggs and harbourage. Effective options are heat treatment, or true sulphuryl fluoride fumigation for severe cases. Retail bug bombs and foggers are documented as ineffective.

Common misconceptions

Fogging kills the eggs. It does not. Fogging knocks down exposed adults. Eggs sit protected in harbourage the droplets never reach, so a repeat visit timed to the hatch is often needed.

Fumigation is just a fancier word for fogging. Wrong. Fumigation is a gas released into a sealed space. Fogging is liquid droplets in open or ventilated air. They are not interchangeable.

A DIY fogger will clear bed bugs. It will not. Consumer foggers miss the eggs and deep harbourage, and bug bombs are documented as ineffective against bed bugs.

Thermal fog is stronger because you can see it. The visible cloud is just the heated carrier, not extra strength. ULV fogging can carry an equally effective active ingredient in finer droplets, and it is safer indoors.

Indicative costs in Dubai

These figures are indicative and vary by property size, pest, and company. Treat them as a planning range, not a fixed quote.

  • General residential spray: about AED 140 to 500.
  • Mosquito and fogging treatments: commonly from about AED 149 upward, scaling with the area covered.
  • Whole-property fumigation: roughly AED 1,000 to 3,000 or more. It costs materially more than fogging because of the sealing, gas, labour, and vacate time involved.
  • Bed bug heat treatment: about AED 800 to 1,500.
  • Annual contracts: about AED 999 to 2,999.

One warning worth repeating: some listings advertise cheap fumigation that is really a fogging or spray upsell. If a price looks far below the fumigation range above, ask exactly what method and permit the job involves before you book. Our pest control cost guide breaks the pricing down further.

Dubai Municipality rules you should know

Pest control in Dubai is regulated, and it matters for fumigation in particular.

  • Only Dubai Municipality-approved and licensed companies may legally perform pest control. DM publishes an annual approved-company list.
  • Fumigation requires a separate, additional permit. Not every approved company holds it, so confirm before booking a gas treatment.
  • Pesticides must be approved by the Competent Department. The UAE Ministry of Climate Change and Environment restricts or bans many products, and some are limited to licensed operators only.
  • The legal basis is Dubai Local Order No. (11) of 2003 on public health. The DM helpline is 800900.

FAQ

What is the difference between fogging and fumigation?
Fogging disperses a liquid insecticide as suspended droplets that contact exposed pests and settle on surfaces. It works in open or ventilated spaces and needs no sealing. Fumigation releases a true gas into a sealed, airtight enclosure so it penetrates cracks, timber, and the inside of stored products where pests hide. The simplest way to remember it: fog is micron-sized liquid, gas is molecule-sized. Fogging is fast surface knockdown, fumigation is deep penetration of a sealed structure.
Does fogging kill insect eggs (mosquito, cockroach, or bed bug eggs)?
No. Fogging is a knockdown treatment for exposed adult insects. It does not reliably reach eggs, which sit protected in harbourage, soil, drains, cracks, or on hidden surfaces the droplets never touch. This is why fogging often needs a repeat visit timed to the hatch cycle: you clear the adults, the surviving eggs hatch, and the new adults are treated on the second pass. If eggs are the core problem, residual treatments, gel baits, heat, or fumigation are the right tools, not fogging alone.
Which is better for bed bugs, fogging or fumigation?
Fogging, including retail bug bombs, does not reliably clear bed bugs. It misses the eggs and the deep harbourage inside mattress seams, bed frames, and skirting where bed bugs shelter, and bug bombs are documented as ineffective for this pest. Heat treatment is the usual first choice because it penetrates harbourage and kills all life stages including eggs. For severe or building-wide cases, true sulphuryl fluoride fumigation of the sealed space is used. A DIY fogger is not a bed bug solution.
Do I need to leave my home during fogging vs fumigation?
For fogging you usually only leave for a short window while droplets settle and the area ventilates, often 30 minutes to a few hours depending on whether it was indoor or outdoor and the product used. Fumigation is different: the space must be fully vacated and sealed for the whole exposure period, often a day or more, and only re-entered after the gas is cleared and the technician confirms the air is safe. Always follow the specific re-entry time your technician gives you.
How much does fogging vs fumigation cost in Dubai?
These are indicative figures that vary by property size, pest, and company. A general residential spray runs roughly AED 140 to 500. Mosquito and fogging treatments commonly start around AED 149 and scale up with the area covered. Whole-property fumigation is materially more, roughly AED 1,000 to 3,000 or higher, because of the sealing, gas, labour, and vacate time involved. Bed bug heat treatment is around AED 800 to 1,500, and annual contracts run about AED 999 to 2,999. Be wary of cheap listings advertising fumigation that is really a fogging or spray upsell.
Is fumigation legal in Dubai, and do I need a licensed company?
Only Dubai Municipality-approved and licensed companies may legally perform pest control, and DM publishes an annual approved-company list. Fumigation needs a separate additional permit, so not every approved company holds it. The pesticides used must be approved by the Competent Department, and the UAE Ministry of Climate Change and Environment restricts or bans many products, some limited to licensed operators only.
